  1. Add the red chiles, garlic, water, salt, sugar and vinegar to a blender and blend until chunky. 
  2. Take ¼ of blender mixture and set aside. 
  3. Strain the remaining mixture. 
  4. Add the strained juice and reserved chunk mixture to a saucepan. 
  5. Cook over medium heat. 
  6. In a small bowl combine the water and cornstarch. 
  7. Add the cornstarch slurry to the pot and bring to boil. 
  8. After reaching a boil, remove from heat. 
  9. Set aside and allow to cool completely.
  10. Refrigerate until ready to use.
